The chosen localities for the PRUV Project in Jakarta are the sub-districts of Rawa Badak and Lagoas, which are situated in the north of the city. Jakarta has developed on a delta created by sedimentation from the debris of volcanoes located in the southern upland. In the delta water flows slowly towards the sea as the land on which Jakarta is built is quite flat. High tide from the northern sea also reduces the flow of the rivers. The slow water flow has accumulated mud down the rivers bottom, which naturally renders the rivers shallower over time. These factors combined with greater unpredictability of seasonal rainfall and sea-level rise render the localities increasingly vulnerable to flooding.
